On March 7, 2017, Chuck Means presented in part of the Pennsylvania Municipal Authorities Association (PMAA)’s 2017 Board Member Training Event. The presentation, held at the Doubletree by Hilton Pittsburgh – Cranberry, hosted training sessions specifically designed to provide a broad review of key powers, duties and responsibilities for new Authority Board Members. The focus of these sessions included Government Relations, Mechanics and Pitfalls of Financing and Constructing Capital Projects, Public Official Ethics, Pennvest and also a Municipal Solicitors Panel.

Chuck serves as a solicitor and special counsel in the areas of local government including taxation, Right to Know Law, Sunshine Act, State Ethics Act, civil service, employee relations, procurement, cable TV and telecommunications law and building code compliance. He is also a solicitor to water, sewage, and recreation authorities and an expert in authority board member law and ethics, law counseling and finance.

Chuck represents townships, boroughs and authorities such as: Harmar, Harrison, Richland, Neville, Collier, Thornburg, Kilbuck, Harrison Water Authority, Allegheny Valley Joint Sewage Authority, Avonworth Municipal Authority, Oakmont Borough Planning Commission, and Ohio Township Zoning Hearing Board. He is also legal counsel for the Pennsylvania State Association of Township Commissioners, Allegheny County and Western Pennsylvania Association of Township Commissioners and the Allegheny County Association of Township Officials.
