The Future of Property Tax Assessment in Allegheny County


The ongoing clash over tax assessment valuation in Allegheny County took two steps forward in 2009.  In April, the Pennsylvania Supreme Court held that the present 2002 base year system being implemented in the County since 2006 was unconstitutional.  Later, the County submitted a plan by which to comply with Judge Wettick’s order to complete county-wide reassessment of all real estate by 2012.  As part of that plan, the County is seeking, by questionnaire to owners, to confirm various building characteristics, which information will then be incorporated in the reassessment. The County’s plan does not recite a specific methodology to be employed, nor how the County will handle unreturned questionnaires, but presumably the existing information would be relied upon.
 
While this proceeds, property owners and taxing bodies can still appeal tax assessments.  The deadline to file a tax assessment appeal for 2010 is March 31, 2010.  Forms for appeals, as well as information regarding various abatement/exemption programs, is available on the Office of Property Assessment Website at http://www.county.allegheny.pa.us/opa/.
